社会风险是社会保险制度存在的前提,没有社会风险,就不会有社会保险。从风险、风险社会及社会风险这些相关概念出发,全面阐述社会保险制度中社会风险的产生及其发展路径,发现社会保险制度上所应对的社会风险是一种中度危险的风险事故,有着自身特定的制度内涵。在此基础上,从作为技术途径的保险原则与社会保险权之权利规则的两个视角分析了社会保险制度对社会风险的应对原理、机制与优势。  相似文献

Social governance innovation is a basic requirement of China's socialist construction, and an important guarantee that people can live and work in peace and enjoy long-term stability and order. Strengthening and innovating social governance has great significance for the modernization of the national governance system and governance capacity, and this is where judicial justice plays a unique role at the level of government, society, and the individual. That is, judicial justice is the key to transforming governmental functions; the guarantee of a new-type social construction; and the guide to upgrading autonomy at the grass-roots level. To achieve judicial justice, we must popularize the idea of the rule of law, improve judicial work style and innovate judicial institutions.  相似文献

A central issue for family therapy is the critical question of how to define its role in influencing social change. Family therapy has tended to focus on how to liberate and empower individual clients, not communities, from the travails of tradition. This article highlights social change mechanisms implemented by the oppressed majority in South Africa during the apartheid period. It draws inspiration from the pedagogy of the oppressed articulated by Steve Biko and other members of his generation. This enabled the Black majority in South Africa ‘to name their world by reflecting on their conditions, imagining a better world, and then taking action to create it’ (Freire, 1968, p. 253) through the use of revolutionary songs that resulted in the collapse of the cruel apartheid system. The aim of this study was to analyse the interpersonal relationships in the school context of children living in different care settings (adoptive families, residential care centres, birth families). Participants were 76 children between eight and fourteen years of age (M = 10.78, SD = 1.38), belonging to one of three groups: international adoptees, children living in residential care in Spanish institutions, and a comparison sample of Spanish children living with their birth families with no connection with child protection. Sociometric information was collected in the classroom of each child during school hours. Internationally adopted children from Russia showed considerable difficulties in their relationships with peers; they were more likely to be rejected and their peers described them as less prosocial and somewhat more aggressive. With a better sociometric position than the adoptees, children in residential care were rated by their peers as more aggressive and less prosocial than the normative population. Coordination and integrated work between the family, protection centres, schools, and other social services should be a strategic priority in the promotion of healthy social development in these groups of children.  相似文献

哲学社会科学人才评价机制是促进哲学社会科学创新发展的基础性工作。当前,我国哲学社会科学人才评价机制存在着较多的现实困境。信息技术的高速发展为哲学社科人才评价产生了较大的影响,尤其是大数据有助于提升人才评价的科学化和规范化、准确性和预测性、透明性和公平性。构建大数据背景下的哲学社会科学人才评价机制,需要以大数据环境对社会科学人才评价的应用价值为立足点,以多元化的评价主体、客观化的评价标准、公正化的评价程序为基本内容,重点解决好“谁来评”“评什么”“怎么评”的问题。同时,通过完善人才评价法律法规、建立人才资源数据开放共享和一体化平台等措施,努力推动人才评价的法治化、科学化、规范化发展。  相似文献

自1965年起,美国联邦政府逐渐建立起“三重奏”大学生帮扶项目体系,可视为是对以家庭第一代大学生为代表的低社会经济地位青年文化资本和社会资本储备不足问题的回应。作为该项目体系的三个初始子项目,“攀登极限”“人才发掘”“学生支持服务”主要通过提供学业辅导,帮助准备入学考试,提供各类资助信息并协助学生完成申请程序,提供参与文化活动机会等方式发挥作用。研究表明,“三重奏”体系有效提升了参与学生的录取率、保留率和毕业率。为进一步推进中国高等教育公平,借鉴美国经验,我们应重视对家庭第一代大学生的非经济支持,前置其介入时间并保持连续性,并注意发挥高等学校的主导性作用。  相似文献

This article aims to conceptualize and assess social cohesion in Mexico, taking into account their multilevel and multidimensional nature. To measure social cohesion levels and dimensions, we used the Social Welfare Survey (N = 2871) for the 16 municipalities in Mexico City. Then, we employed the distance method to construct a social cohesion index. In addition, we define social cohesion degrees (very high, high, medium, and low) to explore the relevance of each indicator. The findings suggest that the objective and subjective indicators at the meso‐level has the highest contribution, regardless of the territory or degrees of cohesion. This finding suggests that neighborhoods are well organized for solving everyday problems. Meanwhile, the willingness to help both friends and members of one’s network was not a priority, which can be explained by the suspicion toward other people and the prevalent economic conditions.  相似文献

Despite the prevalent assumption among scholars of social movements and contentious politics that transformative contentious events are also the focus of public attention and discussion, there has been little attempt to substantiate this. After making a case for why to focus on focusing events and suggesting that these events should be thought of as products of a dialogical contentious meaning‐making process, we develop a coverage attribute‐based method for identifying focusing events. For illustrative purposes, we apply our method to the coverage of contentious events during the “first” intifada by Israeli‐Jewish, Jewish settler, and Palestinian newspapers. Findings from analyses of 11,868 news items reveal that newspapers are likely to strategically quiet contentious events that are strategically amplified by newspapers affiliated with opposing or targeted parties, and vice versa, depending on their interpretation of these events as political opportunities or threats. Analyses of variations across and within contending parties reveal the role of structure and agency in the dialogical seesaw‐like dynamics of contentious meaning‐making.  相似文献

Social work graduate programs have long grappled with ways to attract and retain students at the intersection of race and gender. The central structure of this analysis is a hermeneutic phenomenological qualitative study on the pursuit and persistence of African-American women in graduate Social Work programs at a Historically Black Institution (HBI). The data in this article were derived from the responses of 13 participants written in their own words. The themes that emerged around the pursuit of a social work degree were (a) service to Black communities, (b) resistance to misrecognition, and (c) a seat at the table. After sharing the salient characteristics of the findings, the article opens a discussion around the significance of HBIs in educating social workers to work in urban communities and the implications for policy and practice.  相似文献

This study explored United States-based social workers’ (N = 152) attitudes toward, access to, and confidence in engaging in evidence-based practice (EBP), the extent to which social work education prepared them to engage in EBP, and the factors that contributed to their identification as an evidence-based practitioner. Findings indicated that although practitioners had a positive attitude toward engaging in EBP, they were only moderately confident in doing so, rarely accessed evidence, and were only moderately prepared through their education. Believing that EBP should be implemented, more educational preparation, and positive attitudes contributed to greater identification as an evidence-based practitioner, areas that social work and continuing education should further support to enhance social workers’ EBP skills.  相似文献
